There are a few factors here: 1. This is a remote area (population of Macdoel: 143 people) - I imagine there are very few resources there. 2. This is not a usual rescue situation, and it required a plumber's camera - I am sure most fire departments don't have those. 3. Sadly, a dog is not a priority... it's always tricky to get help from government agencies - this is why the nonprofit sector has to step in so many times.
