I honestly feel the reason Death is so hard on Tony and made up that Soul Shredder lie is because he sees potential in him. For all of Tony’s life, he was in a miserable, mundane rut. He died in a boring office job and went to purgatory to work in a boring office job. Death probably thinks Tony could be the greatest employee ever one day...

Have you thought about making "purgatony shorts"? Not full-fledged episodes with the entire cast, but ones where Tony handles a single case in his cubicle, talking with his "client" and then deciding if he should go to hell or heaven. Such shorts, relying more on the verbal humor would be cheap to produce (certainly cheaper than average C&H short) as they would require only limited animation and voice cast (just Tony and whoever the case of the week is).
