A-28's Incident Report: "Trooper Niles was patrolling in the area of Interstate 430 southbound approaching Colonel Glenn. A sedan was observed traveling at 84mph in a 65mph zone. Trooper Niles initiated a traffic stop at the Colonel Glenn exit 4 ramp. The vehicle (Volkswagen Passat) displayed a license plate (PXT2142 - Texas). The plate was fictitious. The driver later identified as, Kaila Logan, disregarded a red traffic light making a right turn. When at the I430 NB / Colonel Glenn intersection, Ms. Logan obeyed the red traffic signal. When the signal turned green, Ms. Logan overtook a motorist and initiated a pursuit. Speeds reached approximately 90mph in a 35mph zone. While traveling on the two-lane road, Ms. Logan entered the opposing lanes of traffic. At the Colonel Glenn / Asher intersection, Ms. Logan disregarded a red traffic signal and drove over a concrete island with an innocent motorist traveling on the roadway. Ms. Logan continued on Asher Avenue reaching approximately 60mph in a 40mph zone. She then proceeded to Malloy driving recklessly by speeding through a residential neighborhood disregarding numerous stop signs. Speeds in the neighborhood reached 80-90mph. Ms. Logan displayed no regard for others by deactivating the vehicle's lights to elude apprehension. Ms. Logan continued to flee through the area of Elam, 36th Street and came to a dead end on Rutgers. She went off the road striking a wooden privacy fence. The vehicle stopped in the tree line near the intersection of Holt and Rutgers. Ms. Logan exited the vehicle. When Trooper Niles gave commands, Ms. Logan went back inside the vehicle and pulled a young child from the driver's seat. Immediately the child was removed from Ms. Logan's hands and taken to a safer location. Trooper Niles placed Ms. Logan in custody. A search was conducted and no contraband was located. Before placing Ms. Logan in the patrol unit, she slipped one handcuff. Trooper Niles gave commands for Ms. Logan to put her hand behind her back but she refused. As a result, she was taken to the ground where she was handcuffed. Ms. Logan was secured in the patrol unit. A search of the vehicle did not reveal any illegal items. The child safety seat was observed toppled over in the rear floorboard behind the driver's seat. The vin was checked via ACIC/NCIC. It had not been registered since 2022 with license plate AAC31X - Arkansas. No insurance was on file. Arrangements were made to have the juvenile released to a family member who resided in the area. With Ms. Logan's permission the child's safety seat was removed from her vehicle and the juvenile was transported by Trooper Booth. Ms. Logan advised the reason for fleeing was not seeing the blue flashing lights. Another reason was she believed a warrant was out for her arrest, but there was none. Then she thought her license was suspended but an identification card was only on file. Ms. Logan then mentioned a man was road raging with her and allegedly had a gun. Finally, Ms. Logan admitted she should have pulled over. Medical attention was offered to Ms. Logan before transport. Ms. Logan advised she did not require medical attention. The juvenile did not sustain injury. Asher Wrecker impounded the vehicle. Refer to crash report# 202501045ASP. A report was completed with the Child Abuse Hotline. The case was accepted. Ms. Logan was charged with: Speeding x 2 (27-50-302) 1st Degree endangering the welfare of a minor (5-27-205) D Felony Failure to obey traffic control device x2 (27-52-103) Fleeing - Vehicle conveyance (5-54-125) D Felony Driving w/o lights to avoid detection/apprehension (27-50-302) 2nd Degree criminal mischief {$1,000 to $5,000} (5-38-204) D Felony Refusal to submit to arrest (5-54-103) C Misdemeanor Fail to register vehicle (27-14-701) Reckless driving (27-50-302) B Misdemeanor Improper use of registration (27-14-306) No child safety seat 27-34-104) No driver's license (27-16-602) No liability insurance (27-22-104)"

I think this would be a wonderful opportunity to pause for a moment and give thanks for the great contributions of the black community to our society. Their peaceful and generous nature makes them ideal neighbors, lending testimony to their exceptional family values and parenting skills unrivaled by any other culture. Their child-rearing practices and skills mixed with their unparalleled work ethic are second to none. Their rational and logical thought toward circumstances coupled with their innate capability to de-escalate situations is to be envied and coveted. Their commitment to academic excellence enriches our schools and serves as an example to all who hope to achieve prominence as a people. Real estate values are fueled by the mix of the black communities in an area due to the caring and respectful nature of these communities, an example of all they have achieved through their enthusiasm for self-improvement, hard work, and self-reliant nature. Without their industrious and creative drive, we would be poorer as a nation.
