UPDATE: I am pleased to provide you with a copy of NAS Lemoore's thorough written response to (and evaluation of) the Navy's investigation into the breach of security seen in this video. Although the document is heavily redacted, the redacted portions primarily contain details regarding base security operations. A significant portion of the 48-page document is a detailed chronology of events and that section - largely not redacted - contains more information than you will find anywhere else. Thank you for providing the Investigation Report. I think what I learned from this is two things; 1) The base is isolated from their surroundings and don't monitor their community. For example, if a terrorist bomber is stopped off base but heading towards the base - their ignorance is bliss and they don't care. 2) They don't know the meaning of "Lock Down." I was shocked to read that the guard post (including 3) continued to let people in. The F-18's touch & goes should have been diverted and ALL runways shut down. Table - Talks are fun, done in the daytime when everyone has time to think about their actions. It might be a good idea to have Inspector Generals test all bases for their responses in actual acted out scenarios such as this one. The building I'm in have occasional test where an unauthorized person tries to see how far they can gain access. Trouble never calls in advance.

I read the whole document, except for the redacted portions not made public. It was a complete “Whitewash” and a refusal to acknowledge the Navy’s responsibility to actually secure the air base or to provide or establish accurate communications channels with civilian police and other emergency agencies. The Navy talked to no civilians to determine any facts about this situation and made no effort to find out from the CHP or other civilian emergency agencies how and when Navy emergency telephone numbers were initially provided to them, when updated and when verified. After failing to conduct a thorough investigation, the final report appears to blame the CHP for not knowing that the Navy building, to which the phone number in the CHP’s file was associated, had been physically destroyed ten years prior to the base intrusion, and had long been out of service. In the public portion of the report there was absolutely no investigation into Navy personnel or NASL records as to how, when and to whom accurate Navy emergency contact telephone numbers had been provided initially or through periodic updates. The most glaring error, or intentional omission by those responsible for the Report, is the failure of the Report to specifically identify the exact location of the precise entry point onto the operational part of the base by the intruders(referred to as the “JGC” in the report for Jeep Grand Cherokee). The report recites regulations and procedures about Controlled Entry Points, the construction standards for them and so forth, and the awareness by base officers and personnel of these standards, and the importance of inspecting them several times yearly and verifying their effectiveness. Not a word that I read says anything about the actual entry point to the base, or air station, that was used by the JGC and how that was accomplished, when it had last been inspected, or why NASL Security forces had no idea the base had been breached until after the CHP helicopter had landed. No question was asked about why the fighter aircraft were totally unguarded. The road along the perimeter fence appeared to terminate in only one place, at an unmanned entry point to parking places and taxi ways for the fighter aircraft. In spite of this, guards at manned gates thought it was not unusual for motorists to drive down that road terminating at the base’s unmanned rear entrance and notified no one in charge, even after seeing the CHP vehicles in the area, with lights flashing. The gate guards even let a CHP pursuit vehicle onto the base to continue the pursuit, but apparently either notified no one, or those who were notified did not notify the officer in charge or any responsible in base security or at the CHP. One person with watch responsibility was at home asleep. In short, no one at NASL was found to be at fault in any way, and any blame was the responsibility of the CHP for not knowing how to contact base security at NASL and not giving the base enough notice that an intrusion was possible. Looks like the officers signing off on the Navy report never saw this video from the CHP helicopter.

This is exactly what happens with security in low risk areas, people who never see any action and never expect anything to happen, almost as if their role in security is there as a rubber stamp rather than a practical reason. Over time people who do this role in such scenarios become so apathetic to the whole concept of security that you end up with what you just saw, a guy driving a jeep into a fighter jet, and not a single security person in sight to stop him. If it were to happen on some airfield in a Iraq for example, during the war, that guy would've been shot way before he got past the outer perimeter

exactly what I said......they could have easily filled up a 24 of beer bottles with gasoline and rags and fire bombed half a billion worth of jets.....each is worth about $70 million. Shit, they could have taken out a billion worth of aircraft....... Edit: I counted 30 aircraft worth $70 million each. That's $2.1 BILLION. One bottle filled with gasoline and a rag would have taken out each one. I suspect they are not parked empty and even if they were, the fumes inside the wing tanks would cause an explosion as soon as the fire melted through the skin.

Not a lot they could do. Probably not a whole lot of time for the police to alert them once he headed towards the gate. He could have even blown through a chain link fence somewhere and they might not have been alerted at all until he headed out to the runway and the folks in the tower saw him. I know one thing for sure... there’s gonna be some people who are gonna be going through a whole lot of extra training!

This happened like 3 years ago.. and the car approach the hate in middle of night with headlights off.. the car was able to blast through the “exiting” side of gate, and security patrols were responding to another part of base..

Regardless of when it happened, or what time of the day or night, there is no excuse for letting a vehicle, not only onto the base, but also allowing it to drive unchallenged around the tarmac where more than a dozen aircraft are parked. Plus they knew the situation, the police chopper was in contact with the base before the breach occurred. The breakdown of security is indefensible for a military installation.

Hmm, how about base security, that would be a good place to start I think. They could have challenged the vehicle and fired upon it if it failed to yield. Nobody should be able to just crash through a fence with absolutely no security presence at all until after the vehicle drove around for some minutes, past dozens of F/A-18's, crashed into one, then pulled off between the runway and taxiway and fell out of the vehicle on their own. Even then, it was several minutes until the police chopper landed and the pilots were on scene with the suspect in custody before the M.P.'s even showed up. Also, like I said before, the base was aware of the situation just outside their perimeter and couldn't mobilize some security in all that time??

This gives you a sense of just how tough those planes are: the stabilizer sliced through the Jeep like a knife, and the plane didn't even budge. The passenger had to be an ugly sight.

ThirdEyeJedi. Yep. I'll bet that was grisly. That stabilizer through the windshield probably pretty well decapitated the passenger. I'm guessing a major head injury for the driver. Probably lots of glass and shrapnel in both of them. Combination of blunt force trauma and bleeding probably did in the driver. Not something I'd want to witness.

This was an epic failure and an embarrassment to all military LEOs! I am a retired Air Force LEO. What should have happened is to allow CHP & SO units on base and have base PD follow as back up. Tower should have put the F-18 into a high hold pattern pending the resolution of the incident. The only reason it should land is if it must declare an IFE due to low fuel. It killed me when the tower said he might shut down (close) for the night before the situation was resolved. Base PD was nowhere to be found for 10 min or more. Wow! I am not sure what Navy/Marine protocol is, but had this been on an AF base, base PD would have been right there. And since we don't leave aircraft without some response force dedicated they would have never made it that close to the planes. In our use of force model deadly force is authorized to protect resources vital to national security. There was no reason to say CHP & SO couldn't come on base and continue the pursuit. Of course their jurisdiction ends as soon as they enter federal property, but that is irrelevant considering the pursuit was initiated off base. The same would be if we chased someone off base and local units followed us up. I can see keeping them off the flightline and runways, but not the base. This was an epic fail on so many levels. I could pick this apart for days!

I'm retired ATC, and from that angle, that was pathetic. No way should that F18 be doing touch and goes with that so close to the runway. The tower couldn't see the Jeep, but they knew the CHP helo was chasing one right there. Just a break-down in good sense. Everyone involved on the Navy side of this probably under the age of 25, not including the F18 IP. Hope they learned from it.

Robert Mardis yeah I would think they would suspend runway ops until the incident is cleared. I also can't believe tower said he was going to shut down for the night. I can only imagine all the FAA rules that were busted here. He crossed an active runway causing an incursion and there was no FOD sweep. Unreal! I would hope there were lessons learned here. All I know if I was the pilot I would be pissed and filing a report on this. Clear me to land when a helo is over the field shining its spot as well as a fucking vehicle going rogue on the side of the runway I land on. Oh yeah, heads would roll!

I have no idea but I highly doubt that they are made of anything other than a metal alloy, the US aeronautical industry has historically been sceptical of carbon fibre and composites, while other producers, like the French Airbus have pioneered production using these materials.

All of America is like this including nuclear locations now. It's all ran skeleton with the old cold war big force idea when reality is you're lucky to get 1 or 2 SF on duty to get anywhere. Both the driver and passenger died. They collided with the second jet where part of the plane cut through the windshield and decapitated the passenger and the throat of the driver. the passenger obviously died instantly and driver died on the way to the hospital. The UK commandos and SAS used this tactic of driving into enemy airfields at night during WW2, in north africa. They would then just drive around shooting all the aircraft with mounted weapons, maybe blow a few up with explosives if they had time. Was very effective apparantly.

That was the observer asking the helo pilot. The pilot didn't want the light on in the event it would interfere with the night vision and safety of the F-18 that was in the pattern.

I live immediately adjacent to Ft. Hood. I am a retired LEO here. Even when the post was "open" and a pursuit took us on post the MPs were always right there! Now there are gates at every entry and it is a pain to get through. How can this not be the case at a NAS? That pursuit was on the base, got too close to MANY aircraft and there were NO ground units responding until it was basically over? Holy crap batman...

Nah, more than likely have an outsourced civilian crew and since its at night they probably barely had enough to even man the gates. Naval stations are mostly like that nowadays. Any other branch's base wouldve had it stopped within 30 feet of the gate

Bill Roberts the PD dispatch did a poor job as well. They needed to stay on the phone with security to maintain an open line of contact with them. I work PD and our local (very large and active) Air Force base will gladly allow us on base to chase the suspect.

This really needs to get a review from ALL branches of the military, especially those dealing with sensitive assets such as aircraft, combat vehicles, and personnel housing (barracks). Lack of communication was the key drawback in this scenario. Perhaps dedicated security personnel that could monitor the nearby law enforcement and emergency channels. This was just one vehicle that was trying to lose the police. What if it was someone with a plan?

jamest1148 dude I’ve been here. The are MP at all of two checkpoints that I knew of. MP are all over the place. Plus they have their own dispatch center and cameras. If I was a base commander and this happened I’d be owning some asses top down and bottom up at the same time. I think this was some military kid that someone tried to protect by stopping enforcement.

soloqueuestruggle There was a lot of cross traffic and most of the info the helicopter pilot was getting re: the inbound f-18 was second hand from their dispatch (female). If the tower was in communication with the pilot, why were they not sending security to the location where the vehicle was? How hard could it be to spot with a helicopter following along behind and above?

After this incident all military bases got some SERIOUS base upgrades. Initial entry way weave barriers, Pop up barriers, secondary guards in case the primary guard is unable to stop unauthorized vehicles. Radiation detection devices, Inspection stations, dogs etc and new ID scanning devices and procedures etc. Just in case you don't know the airfield and hangars are about 5 miles from the main base. Obviously this should have never happened and they NEVER should have made it to the airfield. When I was in the Navy I was stationed at NAS Lemoore and I always though security was lacking, guess I never knew how bad it was until this happened. At this time with the lack of base security they could have done a lot of damage and killed a lot of people, if they knew what they were doing. With the jet that was flying in the traffic pattern, he couldn't. Because it risked blinding the F18 pilot and causing a crash. If you listen, it's not the police dispatch that says not to use the spot, it's the tower

@@SGManiac1255 That was piss-poor decision by the tower/or IP in the F18. Everyone except the CHP Helo and ground units... well.. everyone on the Navy side of this , was treating this as if saying stay away was sufficient for a pursuit adjacent to the base. As if the cops can control where those guys were going to go. Complacency and as other said up thread, complete failure of base security to understand what was transpiring.

Base Commander needs to be removed, whoever is the base security operations officer needs to be removed, the on watch duty officer needs a reprimand. this base needs some damn security it's embarrassing.

Thats the difference between Navy and Air Force. Navy has almost no flight line security, Air Force has fully Tooled up Security Forces that stay on the flight line.

Most naval stations are outsourced to overweight, out of shape, retirement age civies these days who can barely handle a baton let alone something like this. Army, Air Force or Marine base? Shit, 99.9 times out of a hundred you'll be shot dead or at least in custody within 30 feet of the gate either direction

I served 21 years in the Navy and part of it was spent in Lemoore. This is embarrassing in regards to base security. I'm sure security had a safety stand down and a reevaluation of their security procedures. This could have really gone very bad.

I'll never forget 4 years ago when I was in the Navy, I was on a detachment at NAS Fallon. The base was in the middle of no where. After a four day break, I finally made it back to base, but there were no MA's any where, so I literally just walked right through the gate with no one there to check my ID! Anyone could have just walked right through.

Man security at NAS Lemoore has gotten lax sense I was stationed there. No way he would have rolled uncontested that long when I was security there. Of course that was the first two years following 911. So just a little insight. NAS lemoore is surrounded busy farms. The fence line only sorounds about 25% of the base. Most of that 25% is secure high security areas (like they weapons area) and the housing/barracks area 7 miles SE of the runways. It is not by any means the most secure place. But it is in the middle of flat farmlands and threats can be seen for miles on approach. Obviously there were some small amount of flight ops going on sense a Jet was in the pattern and did a touch and go. This means the ATC tower was manned. There was a obvious communication problem between local authorities and base security. I don’t know why they weren’t able to communicate. Needless to say I bet the higher ups there are getting raked over the coals for allowing that incursion to go as far as it did. I know all those roads too well and there is no way he shouldn’t have been stopped out there along the side of the runway before he ever got around the end of it. Let alone all the way up to the hangers, taxiway and aircraft.

Hotwheelz_McG Someone above gave some context to that. They had been trying to contact through the number they were given (they did what they could with all the info they had), which was correct except for the building and stuff that number was for had been demolished 10 years prior. With that said, it’s an issue with administration there if they just couldn’t be bothered to get their information updated, imho. On the other hand, whether or not the officers had the opportunity to stop the vehicle before it got into the base itself could be something for them to look into, though figuring that out would be a bit difficult considering all the factors that come into play with those situations (when’d they get involved in the chase, where did it start, how close were any of them at any given point, what was known or unknown to the officers, etc... and that’s not including traffic conditions and such). Overall, it’s a mess that better get some attention and will hopefully help prevent much more dangerous incidents from happening in the future. Also, thanks for your service.

rkburnam yes I remember hearing about that. A few of the people u worked with were there for that. Including my FTO, Mahoney. You may have known him. I’m not sure if it happened while you were there but a semi truck crashed into his house down the road from the base.

I did some digging and found some records on this incident. It explains a lot. It looked like inaction, but missed the genius move by base security. They did respond, but with the knowledge and experience that only comes from years on the job and a practical knowledge of P&C Insurance. They held back and made it appear that they couldn’t be reached and had no one to respond. The plan from the beginning was to conserve Human Resources and avoid ammunition expenditures by letting the perps drive around in the dark until they ran into the deadly stealth painted tail of the killer jet. They have zero deductible comp policy and since it was parked, unoccupied, it’s comp, not collision. It’s fully covered and won’t go against the owners experience rating. #GoNavy

A side note: This is a good example for departments with "no chase" or "restricted chase" policies. Just because you stop chasing doesn't mean that they stop running. Edit: I suppose I should clarify. I don't mean this particular department with my comment. Only that even when they aren't actively pursuing this guy he is still running, showing that people still run after police stop chasing.

Police can't chase people into military bases. Once on base, it's federal military jurisdiction and the security forces decide whether or not the police may pursue or turn over the pursuit.

Many do have ground kills, which this is. They do not do a ton of shooting aircraft down as they destroy most of them while still parked. Years back it was USA F-22 vs Iraq in an F-4. As one pilot story goes the F-22 didnt even both shooting the F-4. He just flew up under him, looked at the F-4's weapons, pulled up beside it, and told the Iraq pilot to go home....which he did....

I had a part-time job delivering newspapers in the 90's and one of my stops was the Naval Sea Systems Command in Norco, Ca. (Yes, Norco). One time I drove up to the gate about 4:30 am and the guard was asleep, so I drove through and did my deliveries. On the way out he was awake and all bent out of shape because I went through without clearance, I told him I didn't want to disturb his sleep. LOL

Some people would call this incompetence. THIS WAS NOT INCOMPETENCE. Incompetence is when one tries to do a job an can not do it adequately. This was 20 minutes of ALMOST TOTAL FAIL. This includes the lack of communication between tower and INsecurity and back. CHP helicopter was talking to tower.

That was one of the most amazing chase videos I've ever seen. The quality of the FLIR footage and the ere effect, particularly at the end when the crew exits the copter, takes this to another level. Sad that two people died, but it was 100% there fault.

Due to the angle of the rear stabilizer, slightly offset from horizontal, this sliced through the passenger windshield beam and the through the passenger, followed by the passenger seat and so on. The stabilizer length was such that it reached the driver and partially cut through him, of which he would later die from. Somewhere across the web are post accident pictures of the jeep and the damage of running into the jet’s stabilizer. From afar one wouldn’t know that the jeep is sliced down the passenger side. Up close the slice is only inches thick as the speed of the jeep allowed the thinness of the stabilizer to act as a large cutting blade. OUCH! Fortunately, and mostly because it was dark, the passenger didn’t see or know this to be coming, although he probably suffered a bit before bleeding out. Painful. Military tarmacs are not lit up at night so the best outcome was probably the one that played out, property damage being minimal with the perps succumbing to their death, however eventual.

At Nellis AFB, they shoot and ask questions later. There are signs everywhere stating deadly force will be used if you even stray off designated walk paths.

Signs like that are really nothing more than an acknowledgment that there is no security, and they hope the signs themselves will scare people from crossing the line. Kind of like those signs "$5,000 fine for littering". When has anybody ever gotten a $5,000 fine for littering? The sign is just there to try to scare people not to do it.

Didn't think this footage would be released. How there are no warning systems if unauthorized objects breach perimeters on an active military airfield escapes me. I live relatively close to the base and always wondered how easy it would be to get onto it through the fields.

Where the hell was base security?!! A 30 million dollar aircraft damaged because base security couldn't respond in under 20 minutes? Unfreakinbelievable!! There should be mass charges placed for this gaping security lapse and the head of security fired or busted down to E1. Just imagine what's going through domestic terrorist heads right now.

I was stationed there in the early 70's with a RAG outfit. Base security was just as effective then, as now. Back then Marines manned the gates and what passed for perimeter security.
