Russian President Vladimir Putin has apologised to his Azerbaijani counterpart Ilham Aliyev over a deadly plane crash in western Kazakhstan. The Kremlin revealed Russian air defence was active during the Azerbaijan Airlines plane’s attempt to land, but the Russian leader stopped short of accepting responsibility for downing the aircraft. ANU security expert Jennifer Parker says the Russian air-defence system deployed in the incident is not automated.
