Why would any country join an article 5 type treaty with Russia when Russia is capable of generating a claim of being attacked all by itself? 1. Attack a neighbor. 2. Claim that neighbor’s territory is now Russia. 3. Claim that the any attempt of the attacked neighbor to defend itself is an attack on Russia. 4. Insist that others must now join the fighting.

If I was to set this up for maximum success, I would say that it does not protect anyone within the pact from anyone else within the pact, only people from outside of the pact. This will allow for them all to still hate each other while also agreeing that they hate everyone else more.

Vietnam is playing this cagey... They are in constant competiton with China about Influence in Laos/Cambodia. They fought a long border war with China. Any "Friendship" they have with Muscovy will be seen as problematic in China. They also have Sea territorial disputes with China. I think they know Muscovy will not help them in any future conflict with China, This is why they have even had discussions with South Korea/Japan/USA about future weapons deals.. (They may come to nothing). Also they are a huge supplier of goods to the west. My point here is that Vietnam is a LONG WAY from signing up to Putin's bullshit. They just want to keep their options open.
