Russian President Vladimir Putin shocked everyone by replacing Defence Minister Sergei Shoigu with civilian Andrei Belsouv who has a background in economics. The changes are set to be approved by Russian parliamentarians. The shock move comes two years into Russia’s invasion of Ukraine. The reason why he chose an economist for the role, is because Putin sees the war as already won. Russia's momentum is so great on all fronts that there won't be any need for the Defense Minister to take relevant military decisions. Rather now, it's important that an economist manages Russia's military spending post-war. It's also really good news for everyone, because it also means that Russia is not planning to get into another war right away.

This is not a shock move since both Shogun and Lavarov wanted to retire before the SMO and were persuaded by Putin to stay on. Shogun's main role has been to ramp up the production of weapon systems which he has done a good job at and Belsouv is well fitted for that role and to promote exports of these systems to friendly nations to support the costs of production. Expect another "shock" move with Lavarov though he will be more difficult to replace - the current ambassador to the UN is tipped for the post. Defense Minister Shogun has given the best of himself but his foe with Prigozin of former Wagner PMC cannot be easily forgotten by the Russian people so it is a good idea to have him work hard in the shadow for the time being but I am sure he will be serving in a very important role very soon...

Shogun has served his nation well and will take on a more senior post. Putin is positioning for a revived economy with a military strength. Lavrov is irreplaceable for the time being. He is one of the top diplomats in the world.
