When I say that the "entire device is collectively called the regulator", I am not quite accurate..the actual regulator is found in side the housing that covers the spring that actually sets the pressure that will be regulated. it is the interaction of the spring tension (pressure) and the pressure inside the chamber that reduces the high pressure to lower pressure and keeps the working pressure constant.
