Same except I came from a link to the interview on tumblr, shame they don't explain what was supposed to happen in it and neither have Witch and Zoh ever interacted in a future puyo game.

I presume this went unused for the same reason that "Dr. R's in danger!" went unused in Mean Bean Machine... It was probably too hard to override the default warning music, or they just didn't want to override it as it may cause confusion for some players.

Well, if it's in the Puyo game's files, it HAS to count SOMEHOW... It's even in the sound test of the Japanese version. (There IS a US version, just an arcade port, also on the Switch.)
