Shivering occurs when body temp low sir, then why shivering during fever?

Shivering is a mechanism to increase body temperature. Fever actually occurs because of resetting of thermoregulatory center to a higher value. Now body will try to maintain the body temperature at this new high value. Shivering is triggered to achieve this increase in body temperature

In Harrison there is this line that baseline body temperature is"low level" in summers and "high level" in winter,Is this correct?

Yes it is correct, in winters since the environment is cold, our body temp is highest possible and vice versa in summers.
