I don't know about cafes in other countries, but in Korea, they don't give you more drink even if you ask for less ice. They skimp out, citing the manual and precise ingredient measurements as excuses, and fill the same amount of drink into that big cup and just reduce the ice, resulting in a ridiculous-looking half-filled cup. So yeah, that IS too much ice, and you're being fooled by the drink's aesthetics and the size of the cups.
