Target customer is probably citizens of Pyongyang. Beer is probably quite cheap for its own people and they bump the prices up for foreigners. Despite what western media tells you the people of Pyongyang actually have money. Do some research. Only the people with the highest paid jobs can live and work in the capital.

Small amounts make it into South Korea, you can buy it at the border or at least you used to be able to. Dandong city in China sells a lot of North Korean products so you might be able to find it there, also maybe Russia.

They have made their own beer for years, they clearly wanted to have more of a variety of the types of beers they sell so they purchased a British brewery. And yes it is kind of hard to import in bulk because of sanctions. The foreign brews are probably from DPRK friendly countries such as China and Russia.

Beer is given as a part of rations so not only for the rich. Beer costs penny's for its citizens, they just bump the prices up. And also the foreign beers are probably Chinese & Russian imports, and probably small amounts of western beer for tourists. If they do sell western beer doesn't that mean that what the west telling you is lies?

The people you see are the upper middle class to upper class in NK :). They're the lucky few who live well because their parents or grandparents have the right connections with their government. They are paid to act as "the public" in their train stations, hotels, supermarkets and restaurants where the foreign tourists are taken. That's why foreign tourists can't venture out of the designated routes. As tourists you'd also be monitored so you don't walk around on your own outside the circles they want you to see. And you're not allowed to take photos out of the things your guide tells you to take. Plus, if you're taking photos of their emperors' statues or photos, you should always show it in its fullest, can't crop it or capture only half of their emperors' bodies/face. Be careful when you're visiting their new bar ;).
