Yeah 1 is syntax: the rules of how to put "words" together. Semantics is the "meaning" of the written "words" - hence it should be 4. Though no idea what exactly the difference inbetween 3 and 4 is supposed to be. For an easier understanding: "Monday is made of blue cheese" is correct english syntax, yet semantically nonsense.
