Actually as sworn officers they do have authority off duty. At least in most states. Leo unions and associations have broad power in the legislature and can get things passed in thier favor.. cops don't have to follow window tint laws.. they are exempt.. same with seat belts.. I don't think they should be allowed to use taxpayer owned stuff privately.. a banker can't take bank supplies to moonlight at another bank... A fireman can't borrow the firetruck to go moonlight in another town... Why are cops special?

@@mr.davidmarkin9320 WRONG. A Texas Peace Officer has the authority off duty according to CCP. Whether they are working a private security or "SIDE JOB" or not. For instance, If you cause a disturbance in a store and there is an off duty officer. That Officer can detain you for disorderly conduct until the local or on duty Officer arrives and the detaining officer does an affidavit or statement for the on duty officer. You might want to make sure you know what you are talking about before you start trying to sound smarter than you are.

Jody or the reporters now need to do a FOIA request on their own license plates numbers with those police departments. To see if their license plates numbers were run in the system by those officers. If so then the officers are using police resources to conduct private business.

As a LEO working for a private company they have no jurisdiction outside of the private property or legal authority to stop and detain anyone for questioning. Certainly they shouldn't be using tax payers equipment in off duty capacity. That magnet sign that says POLICE is a huge red flag.

Were they taken with a police owned phone? If they were than they are a matter of public record. Was the police chief in a marked vehicle? Was the police chief wearing a uniform? If so they can be considered on the clock because they are representing themselves as a law enforcement official when they wear that and drive that car. I would argue that point.

You would think all of the law enforcement in that area around you would know exactly who you are and want to be as nice and cordial as possible when it comes to dealing with you. You hold them accountable doesn't look too good when they're giving you an attitude taking pictures of you and wanting your ID for no apparent reason. Imagine if you didn't work for the media the things that they would be saying and doing. Or if you didn't have a camera for that matter. Time to hold everybody accountable for their actions people ordinary citizens have to be held accountable for their actions why the police not have to be held accountable and if they're doing nothing wrong then why doesn't matter if someone's taking a picture or doing a story? Something sounds fishy they're doing something that they're not supposed to they wouldn't be so concerned with getting your pictures and ID and plate numbers if they weren't doing something wrong

Does the area have a police data collection center where photos and such like would be directed to and stored? If so could the citizen not do a freedom of information request from them and see if the police chief had forwarded their detains to them. In the police force I worked in, of someone had suggested you do extra work as a security guard they would have been laughed at and told, 'I'd rather sweep the streets.' American cops seem to be prostitutes selling their position to the highest bidder.

I am a retired Deputy Sheriff from a rural county in California. When the New York 9-11 catastrophe took place my special unit was tasked to locate possible terrorist targets in our county. We found that vital infrastructure was unprotected this included; the power grid, natural gas and petroleum pipelines, microwave links, national fiberoptic arteries, rail line bridges/switching choke points,cattle feed lots, dairy farms and poultry production. We presented our reports to state and federal authorities. Since then I've seen blast walls go up around electric grid switching sites and the hardening of other vital industrial sites. Terrorists do not just go out and commit an act they identify a target, surveil the target and probe it's defenses prior to acting.

May we politely suggest the following de-escalation-for-remedy? THE TRUST IS COLLAPSED....in other words, you are no longer granting any more credit. These cops are working off duty as private security on their own time. I don't understand what the problem is. I don't see anyone complaining when Walmart hires off-duty cops in full uniform as their private security. Or off-duty cops acting as security for other shopping centers, retail locations, and especially security for road construction. Their police salary isn't that great. They are working a second job to provide for their family. They are not on taxpayer time. And there is no coralation between wearing the uniform and being on-duty. Just like a FedEx employee can wear his uniform while shopping at target. And a cop does not stop being a cop when they clock out. They are always a cop and of there is suspicious behavior where they are performing security, then they have to look into it.

FedEx can not stop detain, arrest or shoot me or ask for my ID. A police office can do all those things. If he is workign as a security guard he is no longer able to do those things. That is the difference. He is using all the power of a "police officer" in a private enterprise with no public oversight.

LOL...What a "investigation". What's next officers working off duty at high school football/basketball games? You are out in public so your picture can be taken by a uniform or plainclothes officers. What's next? Officers eating lunch while on duty? Officers not wearing underwear while on duty? How about doing an investigation on drug dealers dealing drugs for years and getting away with it? People driving cars after their license has been revoked. People driving without insurance. No I guess it is the officers that need to be investigated. They are not doing anything wrong. They were polite with the reporter(s) and did not curse at them. While those officers are working at the pipeline I would imagine they would respond to emergency calls in the area. If the reporter/cameraperson fell over and had a medical issue they would assist them.
