Q&A - Why do my rose buds have shriveled petals?

When my rose bushes bud, the tips of the buds get brown and/or look like they are eaten. They are more brown so I know it isn't a grasshopper. Do you think these have thrips? Please help me with this. What do you suggest for treatment? Thank you so much. Mary
