HTML basics will be enough for understanding locators concepts in Automation. As Testers, we need to learn SQL Queries (SQL is not specific to Automation, as it is also applicable for Manual Testing too)

They are different. SQL is query language. Where as MySQL is an RDBMS software Yes, any one can learn.

There`s no version of sql. You can use different database engines like Mysql. They have the version. Nowdays, Mysql 8 is the newest version for that particular engine.
