I think a medium somewhere the two is probably preferable. The tower controller was probably just going extra slow, due to a possible language barrier and also knowing it was a situation that may be reviewed later. Realistically it would be impossible to speak that slowly on ground control during a genuine departure/arrival push.

In Australia, the offence of endangering the safety of an aircraft carries a maximum penalty of 10 years imprisonment The law is very broadly drafted and only requires ‘an act’ that would endanger the safety of the aircraft. This will cover any act, for example, assaulting crew members or passengers, distracting crew members or making a scene would be sufficient.

@@AMacLeod426 Discretion of the Courts based on circumstance. Being an arsehat and refusing to follow crew orders? Maybe a fine. Threatening assault? A bigger fine and suspended sentence. If a foreign national then likely to be deported as well with an automatic 10 year ban (which screws with you travelling to many other countries). Actual assault, but low grade such as just pushing or placing hands upon? Probably a 6-18 month sentence, depending on details, probably ~6 months if foreign and then deportation. Passengers causing disturbances, causing aircraft to return to the gate are more common than many people are aware. In the United States, the Transportation Security Administration can and does impose civil fines against the offending passenger (for causing the aircraft to turn around and taxi back, for disruption of the flight and flight crew, etc.), which can total up to $13,999.00! Whatever the issue aboard the flight, it is not worth the cost of the imposition of the Civil penalties
