Actually, uncodified offside rules exists since early 19th Century. Before 1860s some football teams acknowledged offside rules, despite this there were discrepancies in teams' offside rules. (Some were more strict than the others) After FA founded at 1863, offside rules existed officially that developed in next years. Since then some revisions happened and adopted to football.
