It was 1700 when the head of what was then Brandenburg-Prussia wished to be more than just a Duke or an Elector - He wished to be King. The he we are talking about was Frederick III later the first. He was the Duke of Prussia and the Elector of Brandenburg and led both states as a personal union. Brandenburg was located within the Holy Roman Empire while Prussia was outside of it. Frederick desired to carry the title as King, he therefore persuaded the then Holy Roman Emperor Leopold I to allow Prussia to be elevated to a Kingdom. This request was highly controversial as to Germanic law there could not be a Kingdom within the Holy Roman Empire - with the exception of the Kingdom of Bohemia which belonged to the Emperor.
