I made a vest, short like your sweater to use for layering in winter to avoid that unwanted bulk at the waist. I like it.

Mine is wool and brown. I knitted bottom to bottom with a neck hole. I widened it in the middle to make cap sleeves. That was the simplest way I could think of.
