technically you're right, but Sam Witwer only voiced Palpatine briefly in Season 2 of Rebels, in the Clone Wars he is voiced by Ian Abercrombie and Tim Curry (the latter took up the role after the death of the former)

Hint: when it truly matters, it's probably a fake. I hit one in Minecraft Story Mode and the player only looked at the object right before it hit them into the plot point, doing nothing to avoid the attack.

Not really QTEs, it's a parry mechanic like in a bunch of action games, DMC type stuff. It's only the chozo bosses that have you do two in a row to successfully parry. And the EMMI randomize their timing so you can't use it as a crutch.
