It is true, quin has not killed any of the "big bosses" in poe2 but he has faced them on his hardcore solo self found characters without watching guides. So ye, he didnt kill anything but he sure as hell tried. And keep in mind, quin builds are always so giga shit in terms of damage and he has been experimenting with very niché custom builds who are like 20 times less effective than the top meta builds. Dude is known to get the perfect defensive layers but poe2 is very punishing with the type of defensive layers you can build at the moment and he likes to go for defensive layers like life and armor that are not meta. (in easy words, the other defensive layers require him to go range /caster builds and he is the "melee only" guy)

If the guy set up a bus full of children to drive off a cliff, he is the one responsible, he cannot play some trick and make a random person responsible for it. Assume he tries this 5 times, and each time the person that is challenge refuses to cooperate on principle, there is a chance, however tiny, that he will realize that this strategy does not work on people in general, and stop doing it. Assuming that it's the devil himself putting people in situations like this, and that it entertains him greatly to see people morally struggle with these perverse questions, the only way to beat the game would be not to play it. as it disarms his power over people. He himself can kill as many people as he feels like, but that is squarely on him, not the people he decides to torture with arbitrary and baseless moral choices.
