From the looks of the setup, I'd say it's something along the lines of an ardupilot flight controller running in rover mode with a cellular data connection. The ground station software lets you set up pretty much any controller to act as a remote

BTW the truck they used in this video is a 1/10 scale traxxas TRX4. But feel free to prove me wrong though

it's $100 Canadian for a Cherokee or Comache hardbody (ABS). The unfinished lexan ones run 40-80. Where are you buying your bodies from?
