Der Outism basically have unlimited ammo glitch tho. Others use bullets when firing, mf gain bullets by firing and beating the shit out of enemies, it really is magic bullets. But instead of beating with gun, imagine if he can change form when low health and out of ammo and duel wield knives.

Unsure why, but I'd assume it's for gameplay reasons since you gain +1 final power at or 6+ speed. So his skill 2 (Concentrated Fire) is kind of like a weaker Quick Suppression. Of course you can just use evade if you want to conserve ammo instead and wait for a QS.
