Only three minutes in. But hot air balloons would be the first experiance of stillness and if that big of a change may be part of a religious thing... like monks in hot air Ballon baskets rather than on mountain tops. And anchoring balloons to mountain tops that contain the communications equipment would be way easier than building towers that resist constant earthquakes.
