Better safe than sorry; But it is too late to get the rabies vaccine now, since the incubation period for rabies is within 72 hours. You can only hope that the cat did not have rabies, but since you said that it was fine after a month, I guess you won't get rabies.

Not compulsory. But if you take pre exposure prophylaxis of 3 doses,you will be able to get very good protection against rabies if in future you get animal bites. When you get bitten,you will have to take only 2 doses
