The cops seem absolutely desperate to not make an arrest. The offender is obviously drunk in a public place, is using offensive language in a public place and is behaving aggressively. Once the offender is allowed to walk away, what's stopping him continuing to be a problem to others? If the "Liaison Officers" didn't want to take themselves away from their liaison duties (by making the arrest) then they have radios to call up other officers who can make the arrest. Poor!

Police Liaison Officers (PLOs) are police officers sent to gather intelligence and spread unhelpful messages on protests.
