The police officers you see hanging around the school would absolutely not be the ones enforcing dress code, that's more of an administrator thing or something that simply reported to an administrator. The police officers are there for serious emergencies, plus some little stuff here and there. They most likely would not know the whole dress code for that matter, as most of them move schools often, so they couldn't memorize each school's dress code.

When I was in foster care they cut off my sister's and my hair, because they said black girls shouldn't have long hair like white girls. This was in 1970 I was just turning 6 and my older sisters use to my sure our hair was taken care of. Our hair was past our shoulders. She took the scissors under each ponytail not caring that the hair would be uneven or that she was cutting our scalp. Schools act like the afro and braids are something new.
