A good rule of thumbs for Mary Sues is, as stated by Literature Devil here on YT, "Most characters follow the laws of the story universe. Mary Sues don't." About the Meggy controversy: It's really Kevin Lerdwichagul you should blame for all of this, not a fictional Inkling. He's the one who writes the scripts for Arcs like the Anime Arc (which is overrated imo). Meggy is just a character SMG4 introduced and thought he could make a decent character. But Kevin is probably the one who made the series focus so much on the Girl Trio (Meggy, Tari, Saiko).
