Alpha particles are hard to detect, easy to stop except in the lungs where it irradiates blood. EMP damage extent is grossly exaggerated. My master's dealt with eletromagnetic effects. Irradiation of crops is the real danger.

EMPs are for disabling solid state electronics, not doing surface damage. They occur only at very high altitudes.
