How can you program below 450? I want to program 445MHz TX and 450MHz RX. Thanks!

The programming software should just allow you to plug it in. The only problem is depending on what it was programmed before you might have to turn the front end for better RX.

Once you have the software they aren't too bad to program, however you will need a service monitor to tune the receiver inside the repeater.
