On the credits they name the person as Dianne Swan, however the rumour is that it is Ed with some filtering on his vocals.

Initially I thought it was a sped up Ed and Dianne Swann was just a typical Radiohead joke, but she was in fact singer for the Julie Dolphin who toured with Radiohead in the 90s.
