Due to the reflection of light off of the life fibers within her clothes and her very body, it causes the rainbow lights to emit from her body, making her shine like a rainbow. @@Itamar536. The thing is that Stroheim never did something like that after and many of the Jobros are introduced as complete psychopaths before being turned around. Speedwagon was a street gangster and probably had murdered countless people before encountering Jonathan. Okuyasu spent his time helping his brother shooting people in the face with the stand arrow and we all know what happens to those who are not worthy. Rohan, just Rohan as a person. The whole cast of part 5 are gangstets and the whole part is basically a bloody gang war. F.F is also a killer that was reformed and Gyro is a profetional executioner. Stroheim is not even a secondary villain like Hol Horse or Akira, he is always on the side of the heroes. He is in no way an antagonistic force as soon as Santana is introduced.

They do actually. When Life Fibers, pure ones, are exposed to light, it reflects it into color, much like a rainbow that appears after it rains a bit. Her very body, her very clothing is Life Fibers, so it's only natural she glow like this when exposed to light from the day time. X3
