Insurance money like Provident Fund is not ex gratia payment. It is from an undeclared portion of the pay being paid as insurance premium by the government as condition of service. Insurance companies routinely pay crores of rupees as claims because of the money received as premium from a large number of people who pay premium. If the government would not have paid the premium it would have to give that much more pay to Agniveer. Premium for 50 lakh insurance cover for a young healthy person is not very high. For civilians 18-50 years old it is about Rs.8000 p.m. for LIC insurance. Agniveers are young and healthy and death rate in combat is low in peacetime so for government it is profitable to pay the amount as insurance premium rather than increase the pay by that amount.
