My question is why do other retailers like Reliance Smart, More, Big Basket etc not use this strategy of DMart? Don't have the wish to grow up and expand their business? Don't they have the wish to double their sales. Why only DMart is applying this strategy and not others?

The most important factor is D-Mart owns all of their stores and does not pay any rent or lease. So they can afford to sell cheaper but that also involves lot of initial investment and long term dedication to this business.
