Dragon Quest has the *same* artist as the _Dragon Ball series_ being *_Akira Toriyama_* that's why Hero looks so similar, it's his art style. Also, if you read one of Lucario's Pokédex entries, in short, it basically says they are one of few Pokémon who understands human speech and that they can talk telepathically, as well as more or less read you mind and often disturbed by what they learn.

To answer how Lucario's talk, I'm pretty sure the aura- which allows Lucario's to see emotions and understand more of the world around them in a different scope- gives them the ability to learn things they otherwise couldn't, like English, because it allows them to- rather than hearing a foreign language but understand intent and emotion- understand the words and the full meaning behind them, letting them learn it But that's just my headcanon, I'm not sure if there is an actual reason or not

Lucario talks because it is able to sense auras and read minds, therefore understanding its trainer fully. This enables him to communicate with its trainer, and therefore with humans in general cuz the trainer is usually a human.

Since I haven’t seen anyone else answer it, Choco not all Lucario speak there is only one and it’s from a Pokemon movie featuring Lucario as one of the main characters. The story goes his trainer/battle partner was also skilled in using Aura like Lucario and they were very close, close enough that Lucario learned to speak (not like meowth but telepathically) using aura.

I have also been training a few other Amiibo such as Fox, Falco, Wolf, Pikachu, Pichu, Greninja, Sonic, Marth, Lucina, Roy, Ness, Mr. Game and Watch, R.O.B., Duck Hunt, and Dark Pit.
