I've always watched you choose the cash over maintaining full legalism. Do you ever pick the full legalism benefits over the cash? They seem quite powerful, but maybe I'm missing something.

I mostly use it for cash and re-invest into the economy as there are a lot of events for legalism and you can still sometimes maintain it before you can use the interaction again. I do sometimes keep it at max if i know that i'll be upgrading a certain technology soon for the 10% reduction
