I’m guessing that they originally planned on rain deer needing to go to a shelter during the rain and then scraped it but left the code that dose that in. Or just part of how the game registers having NPCs hibernate* in a shelter.

There's a lot of things that can realistically end up in your shelter, and it's easier to make a system that recognises all objects in a shelter and displays their icons (icons that every object already has because of arena), than to think of everything in that list, account for any dumb situation Rain World can generate and any ridiculous plan a player might come up with to put something weird in a shelter, and code all that in manually and individually. And it makes modding easier (I assume), whether that was a consideration or a side effect.
