It gives no incentive for new or future players to summon for him cutting down the potential to increase revenue. Even more so for people that have played for a while and don’t have him they aren’t going to risk summoning for a sub par unit. This “strategy” is just being petty. Originally Ultras were actually intended to actually be unique with a time frame of 3 months per Ultra which is why majority of the original F2P Ultras had significantly better arts compared to summonable ones.
