That isn’t even true. Shao Kahn was a clever tactician and deceiver in the original timeline. The assassination of Onaga, the long-term plans to conquer other realms, and having the foresight to have a clone made of himself with the advent of the Deadly Alliance; which ended up being killed by Shang Tsung and Quan Chi, proving him right. It just so happened that he also had the muscles and ego to match his status as one of the deadliest threats in all the realms, and as the man who conquered countless realms. He is not just a simple-minded brute.

If he was shaped by Kronika with the strength and skill specifically to win most tournaments in the series without being killed (as happens in the normal timeline up until, like... 9?) Then he's supremely skilled, and has a lot of power. The only reason he dies to Raiden is because he's a mortal fighting against a god, and even then Raiden has trouble. At the point when he fights Shang Tsung at the end, he's got a gods power, plus his own power, and Onaga's fire. And I can only imagine his own power is doubled, because his revenant, in his timeline, absorbed his own soul... so... I guess all of his effects are essentially times two.

Pay more attention to the details. He tells Fujin how the events will turn out and to play along with it. Notice how he keeps using the Hourglass for quite awhile after Tsung explained why he should stop. Liu was double-checking Tsung's claims, and then asked Fujin to ensure Tsung's success. Hence the lie about Liu Kang having to stay behind and his smirk at Tsung's "You let me win."

Possibly MK12 is a reboot, told by the perspective of Great Kung Lao, if the story and arcade ending of Liu Kang is canon, Raiden, Kung Lao and Kitana are gods now and they can explore the mythical lore of MK, characters like Onaga, Goro, Shao Khan could appear since they're contemporary of the events of the first tournament. The problem would be how fit classic characters like Scorpion, Sub-Zero, Johnny and Sonya in these circumstances.

MK 12 could be base on great kung lao and the other titans. Kronika did mention that she was a titan which in her pov she's in a higher tier than the elder gods. In scorpion's arcade ending it mentioned that he hunted down other titans too. But that's just an arcade ending so it's far fetched. I can't really see Shang Tsung's ending as canon cause every main character is either dead, captured, or turned into servants. Unless they make it where you can create your own main character or something and get trained by ppl from the chaos realm and order realm to fight shang tsung.
