As nikhil raised a valid argument, what if Pakistan itself is killing all of these people, but isi would never make it so public because it gives them a bad name. If ISI so openly kills its used assest then it gives them a bad name and that woudl mean ISi is deliberately sabotaging its own backbone, loosing trust in covert world is a big thing.
