Because the air movement created by the dryer motor helps propel the loosened lint toward the opening. Dryer ducts certainly CAN be cleaned without the dryer running, it just helps to have it on. Consider it like riding a bicycle in the same direction as a strong wind.

Just have to make sure you have a shop vac because it will be hard to clean up the miss if you don't.

@MELDtoys At least every 4 years... more often depending on how much laundry is done and how long the dryer duct is. The longer it is, the more often it needs to be cleaned.

I'm lucky my duct run is about 1 foot. Duct fires happen from time to time.. don't let it happen to you.
