A virtual state, by definition does not exist, and has zero (not short) lifetime. It was introduced by analogy to photoluminescence, such that the schematic format of the Jablonski diagramme can be used to explain the phenomenon. Raman scattering of a photon is an instantaneous event, and should not be considered as an excitation process..
