I know I can move the can to get the chef to leave briefly but how do I prevent him from coming back inside?

Use garbage can outside. When the chef comes outside to investigate, run around to the front of the mansion. He follows you, and you can now continue on to the rear of the mansion, enter the empty kitchen, and Pick up the fish.

One thing I love and admire Funhaus is when they overthink GTA like there's more to it. I've had to teach myself not to overthink what the game may want me to do and just roll with it. GTA is an easy game to play, not to get lost in thinking what to do. I love that they think there's a strategy to GTA when it's just mindless sandbox fun. I admire their thought.
