The reason for it is that you are closer to the impact zone of the wind charge meaning you get propelled faster so you go higher meaning its just a game quirk and not a reference.

The jukeboxes is actually legit lol. So technical bit here. The hopper checks the block above it for items. It may be just an air block or a container block. Non full blocks like soul sand, bottom slabs, etc. have a place to hold their items too so those are also able to pick up items. Containers, are checked through every single slot it has. So a chest will check for 27 slots. Double chest will check for 54 slots. Hopppers will check for 5 slots. And finally, composters and jukeboxes check for just 1 slot, thus causing the least amount of lag. People use composters obviously coz, 1 jukebox is 1 diamond. But hey, if you're rich, go ahead. Use Jukeboxes.

Because you can get into 1.5 block tall spots now by crouching, my guess is there is MORE hitbox for the Wind Charge's windbox to launch. The reason why you get higher with the shift is quite simple. More of your hitbox gets influenced by the breeze ball. And so you get more initial speed. This works even better if you are crawling before using it.
