You are correct. But Rangers can't really afford to spend much unless they bring in tens of millions due to their losses. If they want to play in UEFA competitions they need to manage their losses very carefully. Rangers have the highest wage bill in Scotland and for several seasons now have had the highest net spend on transfers, they need to sort their finances out. As hard as it is to accept, you need to flip some players for decent money and forget getting 20million plus until the players do something to merit those fee's.
