IIRC Doof’s building (with Doof in it) gets hit by it at the end of that episode, and Doof is fine, so it might not actually be able to kill people (other than maybe if you hit an internal organ or something). What it basically seems to do is just turn anything into a TARDIS and compactify it (fully intact) into a tiny box until said box is opened, at which point it goes back to full size instantly with no damage. Which is still *crazy powerful* for all the reasons that a bag of holding, pocket dimension, TARDIS (minus time travel; although Doof did also canonically invent that separately…was Doof actually Rassilon this whole time?), Dragon Ball capsule, or Poke Ball would be. You could literally carry an entire army in your pocket, or move an entire Amazon warehouse in a Camry. Other than no-drawback teleportation and time travel, it’s probably the single most society-altering invention of Doof’s. Remember, Bulma is the richest woman on Earth in Dragon Ball thanks to her dad inventing basically the exact same thing (although actually with more drawbacks than Doof’s version: capsules can’t go inside each other and can’t carry living things, neither of which apply to Doof’s boxes). Edit: I forgot about the Breadinator, which can transmute literally anything into bread, effectively solving world hunger. That might be a bit higher on the list of important inventions; although a lot of world hunger is apparently caused by transportation and distribution issues, so I’d probably still rank teleportation the highest.

Norm is S Tier. After his introductory episode he's essentially Doof's Butler. He cooks, cleans, tidies, and does anything asked of him. Who wouldn't want one of those? But more importantly, the one time Doof left him to his own devices, Norm turned himself into a weapon that puts the terminator to shame, and was the closest to taking over the Tristate Area compared to all of Doofs other schemes. He actually defeated Perry, and would have defeated him again even with the Nanobots, were he not powered by a Squirrel. Just give him a regular battery and he'd take over the world for you.

The only reason Doof doesn’t use Norm to win instantly is because he has a rule against using weapons, due to his belief that destroying the Tri-State Area makes it worthless to take over. Now that I think about it, that probably serves as an in-canon reason why Doof never makes any invention that can (directly) kill, beyond the obvious “it’s the Disney Channel” reason. Second Dimension Doofenshmirtz wins by essentially just making an army of (really advanced) Norms. So it might be that the real, unstated difference between the two Doofs is that Second Dimension Doof is willing to use weapons directly, while First Dimension Doof is not. Both of them are *extremely* easy to nudge away from being legitimately evil, so it seems like the “evilness” of that Doof isn’t actually a factor towards their success.

Yeah, similar to the Christmas-Shoppinginator, its only real limitation is that Doof had a bizarre concept fixation when building it. It’s been established in a few places that Doof’s creations are limited more by his own thought processes than by any kind of technical restrictions. He’s more than likely totally able to make a “Teleport-Anywhere-In-The-Universeinator” if he wanted to, it’s just that nobody has pointed out that he *could*. The few times where someone does point out that he could just sell his tech directly, like when he makes the inator that lets you eat as much you want without gaining weight and someone asks why he’s not just selling that or when that random patent of his starts being used in optometry and he starts getting royalty checks, Doof’s response is to be annoyed that people aren’t understanding his genius plan rather than just pivoting to making trillions of dollars from selling teleportation tech.

There’s something to be said about Norm, considering he’s such a good guy, he’s an S Tier in my heart… plus we gotta remember the one time Norm was put in charge of a scheme when Doof had jury duty, he just outfitted himself with enough firepower he could have leveled the entire tri-state area in seconds flat. So that Inator that moves the Earth away from the sun is 100% an S-Tier. Being able to move our planet out of orbit enough would effect the orbits of the rest of the planets in out solar system, which could cause our whole solar system to tear itself apart or cause two planets to collide with one another. And if Earth is one of those said planets, boom, no more humanity. I think being able to cause chaos on a multi planetary scale is a definite S-Tier.
