I agree it should be higher, maybe B tear. It gives an extra strike/chain starter for my bucc, and makes me think more tactically about the board. I enjoy it.

Nah Merciless has saved me so many times and it ALWAYS procs when the enemy is on red HP however it does have a chance not to kill if Defense is high

Buccaneers naturally get tide 3 from their trainer and then the your pet can actually grant you two ranks of tide. Or if you only have one rank from your pet you can use dragon axe of doom from moo Manchu which gives tide
