This is because most OP and ED now are done by record labels working with the animation studios. So the studios can't sell the song rights to get dubbed. To dub an OP an ED now, they need to contact the label or the artist but that requires a lot more work and money.

I always wonder if they'll ever bring Rama back onto the screens in modern animation I mean they did that with a OVA where akane what sleepwalking and reenacting her dreams and have them being combined with both versions of the Manga and Anime because the anime has several different things that are not in with the manga like and the different events of how to get the Phoenix pill with on a beach in the manga when it was in the snowy mountain tops in the anime that also includes the many other fiance's that supposed to be mentioned in the anime but not in the manga so either way I hope that lie keep track of every detail in each form and make a new version of Ranma 1/2 for people to enjoy watching
