That is a broad definition. I would say that the operational definition is one that involves PRIVATE FINANCE, because government always contract with private sector for design and build. The government in effect borrowed money from the private sector over long term for the project, as oppose to the government providing money to build the project. The private company building the project goes to the market place to get that money to do it. The thing is for PPP, government needs to be careful in choosing project that is not too risky to build, that the private company would not eventually run on construction delays, cost overruns and a lots of areas for the project that could cause delay. AND DELAY MEANS MORE MONEY AND THAT MEANS RISK AND RISK MEANS EXPENSE. The private company has to be paid back, so calculating the cost, PPP would be more expensive, and end up costing taxpayers big bucks. Way over budget and lots of times way behind schedule. Fact is the private company wants to make money and if they would gonna take on a risky project they would price you accordingly. You dont take on public private partnership to save money but rather to deliver project on time. But, just look at the National Irrigation authority project. Its not PPP, but government contracting private company directly . But ended up in senate inquiry because the government was sued by the private company although the private company did not finish the project

this is a very good topic but the presentation is very amateurish. I've seen KZbinrs do better vids than this. it's not enough that you set the interview against a nice backdrop, the entire thing feels incredibly uncomfortable and poorly planned, which is a shame because this topic and it's discussions are pretty darn important.

The anchor's English is terrible. The topic is intelligent but it's undermined by the anchor's verbal delivery. On another note, the existence of PPP Centre in Philippines if implemented properly will be instrumental to Philippines' future economic prosperity.

i thought one of the senators exposed rappler as funded by the CIA? why does the philippine government need a 3rd party to finance and operate public works? explain that. the philippine government has a good credit line since cory aquino refused the write off for odious debts incurred by the marcos regime. public private partnership is like mixing oil and water, they do not mix. in fact since accounting for the financing is not transparent, where are the books that shows pay offs? and lastly when will the partnership end? last time i checked the south and north expressways should have been paid off a long time ago and yet still being run by a private corporation!
